Those who control the state legislatures control the gerrymandering. If it is true that the GOP has gerrymandered more districts, it must also be true that GOP candidates won more local elections.
Local elections are those closest to the people and best reflect the values of the voters. The logical conclusion is that more people favor the GOP and the House representation reflects that favoritism.
