Yannow, Comey’s not such an idiot. By not recommending an indictment he essentially saved his own life. OTOH he did lay out just how monumentally stupid Cankles is.

Correct me if I’m being deceived, but I’ve heard it said that having the FBI recommend for or against prosecution is not the norm. The FBI generally gives its investigation to Justice, which makes the decision whether to prosecute. This was orchestrated give the appearance that Justice was only following an objective recommendation, thus fostering an illusion of a functional, objective process. Would have been uglier optics if Lynch had come directly from that private meeting with Bill to announce that Hillary had been given a clean slate.
Comey’s words have been analyzed to death, so I won’t delve into that, except one odd point: He emphasized a lack of ability to prove “intent”, which is often an inherently squishy thing to pin down. And it’s completely irrelevant to “gross carelessness”, or whatever that criterion was. That is to say, “carelessness” is by definition done without “intent”. All in all, very strange stuff.
